If you want to install a single instance of Visual Studio 2017 but your internet connection is unavailable or unreliable, see. You can use the command line to create a local cache of the files you need to complete an offline install. This process replaces the ISO files available for previous versions.

I have yet to have any problems installing Visual Studio 2017 from the layout just by double clicking on vsxxx.exe or running it from the command line without the -layout option that you use to create the layout. This is a signature.
